Latest 2025 Procedures for Importing Water Flossers into Vietnam
Water flossers are becoming an essential oral care device for Vietnamese people, especially in the modern consumer trend that prioritizes personal health. Along with this sharp increase in demand, many businesses and shop owners are beginning to officially import this item from China for distribution in Vietnam. However, since a water flosser is an electrical device with a motor and is related to user safety, the import procedures for water flossers cannot be done carelessly like common household goods. If you misdeclare the HS Code, lack required technical documentation, or label the product incorrectly, the goods may be detained at customs or lose the right to preferential tax treatment.
So, for 2025, what are the required documents, taxes, and procedures for importing water flossers into Vietnam?

Mandatory Label Content:
- Name of the goods and product model.
- Name and address of the manufacturer and the importer.
- Origin of the goods (Made in China).
- Basic technical specifications (power, voltage, tank capacity, etc.).
Label Placement:
- The label must be affixed on a visible surface of the packaging: carton box, product box, or a sub-label (nhãn phụ) affixed outside.
- If the product is for retail sale, a Vietnamese sub-label must additionally include: quantity, production date, safety warnings, and usage instructions.
Failure to label correctly can lead to:
- Penalties under Article 22 – Decree 128/2020/NĐ-CP.

Procedure for Importing Water Flossers into Vietnam

Procedure for Importing Water Flossers into Vietnam
The procedure for conducting water flosser import clearance consists of 4 main steps:
Step 1 – Declaring and Transmitting the Customs Declaration
The enterprise enters the commodity information into the electronic declaration software (Ecus or VNACCS) based on the documents (Contract, Invoice, Packing List, C/O…). The declaration must be accurate regarding the HS Code, origin, and value to avoid subsequent errors leading to congestion.
Step 2 – Opening the Declaration at the Customs Sub-Department
After transmitting the declaration, the system will automatically classify it into channels (Green – Yellow – Red). The enterprise prints the declaration, prepares the dossier, and submits it to the managing Customs Sub-Department. The declaration must be opened within 15 days from the date of registration.
Step 3 – Customs Clearance of the Declaration
The customs officer will inspect the documentation and the actual goods. If all conditions are met, the declaration is cleared, and the enterprise proceeds to pay taxes. In case of missing documents, customs may request supplementary C/O or technical certification (if necessary).
Step 4 – Transporting Goods to the Warehouse for Storage
After customs clearance, the goods are transported to the warehouse for distribution or storage. Enterprises should retain copies of all import documents for post-customs clearance inspection.
Important Notes when Importing Water Flossers
- The water flosser is an electrical device with a motor, so the enterprise needs to carefully check the power and voltage (220V) to ensure compliance with Vietnamese standards.
- Only import goods from suppliers with production certifications (ISO, CE, RoHS) to ensure user safety.
- When importing large quantities, it is advisable to register for quality inspection according to QCVN 4:2009/BKHCN (for household electrical appliances).
- It is recommended to choose the official shipping channel (tuyến vận chuyển chính ngạch) to ensure VAT invoices, C/O, C/Q (Certificate of Quality), and cargo insurance.
